WPDC supports the Public Trust in Utility Regulation Act of 2026
Nowhere is it clearer that Pepco resists transparency at the expense of DC residents than in their reported capital expenditures. The Public Trust in Utility Regulation Act (B26-0704), introduced by Janeese Lewis George, is common sense policy after Pepco’s rate base has doubled in the last 10 years all the while Commissioner Beverly has described Pepco’s rate application as “deficient on its face” and the rate case order being vacated by the DC court of appeals.
This proposed bill would strengthen accountability and transparency in the District’s utility regulation and ratemaking processes by requiring Pepco and Washington Gas to provide detailed information about each proposed capital expenditure, including its purpose, cost, expected useful life, location, and anticipated benefits to customers when seeking a rate hike.
In addition to updated, clear transparency, the bill would also establish a regular audit requirement for public utilities operating in the District. These audits will provide a comprehensive review of utility finances, capital expenditures, affiliate transactions, service quality, and other factors that directly affect rates and customer outcomes.
